Rule 33 is expressly reserved for The Committee. When hosting a tournament, the Committee is responsible for several items, all of which are described in detail in the USGA Rules of Golf. Here are the duties of the Committee in layman’s terms:
Rule 33-1. Conditions; Waiving Rule
Establish conditions of competition; Committee cannot waive a Rule of Golf
Rule 33-2. The Course
Define bounds and margins, new holes, practice ground, and course unplayable
Rule 33-3. Times of Starting and Groups
Provide times of starting and groups. Only the Committee can change groupings

Publish handicap stroke table
